E.T. Allen, Parker & Allen Construction Company, Inc. attended a drainage field day in Illinois in 1972, where he met Paul Bucha and John F. O'Reilly. Paul was the Executive Vice-President for the national organization of Land Improvement Contractors of America (LICA). John was the endorsed carrier of the LICA Insurance Program. E.T. discussed with them the possibility of organizing a chapter in N.C.

In February of 1973, E.T. & Rae Allen and Maxton & Eunice Bass attended their first national LICA convention which was held in Williamsburg, VA. At this meeting, plans were made for Paul Bucha, John O'Reilly and Ken Rasch, a contractor member of the Iowa Chapter to come to N.C. to help organize the chapter.

This meeting was held at Parker's Restaurant in Greenville, NC on September 12, 1973, where E.T. was elected the first president of the N.C. LICA. Dues were set at $100 for contractor and associate members. This first meeting was sponsored by the local John Deere Dealer and the local ADS representative.

Subsequent meetings were held to plan for the full election of officers, the first annual meeting and obtaining an executive secreatary.

The first N.C. annual meeting was held at the N.C. State University Faculty Club in Raleigh on January 26, 1974. The following officers wered elected: E.T. Allen, President; D.B. Hoke, Vice-President; Maxton Bass, Treasurer; J.C. Ferguson, Executive Secretary; and Ron Sneed, Technical Advisor. By-laws were adopted at this meeting.

On August 25, 1974, N.C. LICA was incorporated as a non-profit corporation.

The South Carolina LICA association was formed in the late 70's. Not much is known about the activities of the assocation until around the early 1980's. That's when Walden & Peggy Graham joined the association. Walden has been the state president since that time.

On February 8, 1996 at the annual meeting in Charlotte, NC, the membership voted to combine the two associations and alter the by-laws to accommodate the joining. The N.C. charter was changed to the new name.

The Association is now called "Carolinas LICA". At the time of the joint venture, there were 27 contractor members, 13 associate members, 2 honorary members and 2 advisors.
